Anyone with expertise on your topic can make a good interviewee. You want someone who will add a personal perspective to your topic. This could be a high level official. For instance, a student who was giving a speech about extending the Norfolk light rail to the beach once interviewed the mayor of Virginia Beach. If you are doing a speech on animal rights, a local PETA employee very well may be willing to grant you an interview. However, people who you or your parents know personally can be just as valuable as interviewees. Your physician could be a great interviewee on the topic of vaccinations. A Norfolk Academy science teacher could give a great interview on the ethics of dissecting animals.

No. You are welcome to conduct an interview via telephone or email. While in-person interviews are often ideal, as they allow you to ask follow up questions and clarification questions easily, we understand that they are not always feasible.
